Well, sorta. IIRC, you can always
replace some icons by making your own icon DDS files and putting them in place of the SOE ones, however that'll mean that anything that used the old icon would now use your replaced icon. So in order to make letters, you'd have to:
First, find 26 icons that you have access to in-game and wouldn't mind being changed (ie some of the regular macro icon choices)
Them, find them in the icon DDS files and create new versions of those files with the icons replaced by the letters.
