Potency = Base % = a basic % increase to the base damage/heal/whatever. This applies very early in calculations, meaning it can have a big effect on crit and + Mod. If SuperNuke does 9000 damage normally, and you get 10% Potency then base it will do 9900. In the initial case, you could stack up to 4500 +Mod on top for a regular hit. With the base %, you can stack 4950 on top (a 10% increase because of the 10% potency increase).

Strikethrough is the chance to ignore an avoidance check, IIRC. It's why mobs that do that are pretty universally hated by brawlers, since they're primarily avoidance tanks.
