No,
Spell crit is the % chance you have to have your spell crit.
Crit Bonus adds % amount to your crit damage calculation.
Lets say you made your crit check; you normally would of hit for 20, your crit calculation was 10 and your crit bonus is 2 then your total damage would be (10 * 2%) + 20.
I could be wrong but that is how I've always understood it.
