The same thing is happening to me also. I have assumed its some change by SoE in the location of where the box is popping up. I believe its popping up directly behind the zoning window or not popping up until zoning is finished. I just accept the invite once I finish zoning. Not really a big deal to me, but wanted to let you know you are not the only one with it happening.
