What Landiin said, but don't forget to delete that file after you openend it in UIbuilder. For subsequent edits you do not need the file anymore, you can open the UI via the "Recent" menu of UIbuilder.

If it does not work, you likely installed it incorrectly. Always try a clean install before reporting bugs.
