What I usually do is to Right Click on the bar when I'm casting then change the Window Settings so that Click Through and Locked are disabled. Then I change the Frame setting so that I can see it and start moving from there.
FYI: Call of... works good for this as it's long and I can make some good changes before having to cancel it and start over to finish the job.
There's probably an easier way but that's how I've become accustomed to doing it.
