Try completely uninstalling EQ2Map (by completely, I mean make sure even the directory/folder it was in has been removed as well), uninstalling any .NET Framework you have, reboot and reinstall the .NET framework and EQ2Map again.
Doing this appeared to help someone else (see post #30 on
this thread).
