Yes, unfortunately this an SOE issue and can't be fixed with a bag mod. I wish it could though. This issue has caused me problems on more than enough occasions by switching between Full and Windowed mode. Thank Zonx for his Locator window
Sorry to say but I think that the only thing that we can do is to petition SOE about it until they can look into the matter.
BTW, sorry if the Up-To-Date comment was vague but I wasn't really sure which mods you had attempted so that seemed like the way to phrase that particular bit of advice. At any rate, best of luck.
