Well what version did it tell you on the /loadui screen?
Let's just have a look at your directory structure. Open a command prompt (Start Menu -> Run -> cmd [ENTER]), go to the drive you have installed EQ2 on (usually drive C, so type C:[ENTER]), go to the root folder by typing cd\, and then type tree /a >tree.txt. Post that file C:\tree.txt as an attachment here.
