I noticed the same thing with the raid window this past weekend. After playing with it for a while though, I figured out that instead of dragging one players name over another players name, I had to drag the players name over the other players class icon in the raid window. That's definitely different than the behavior prior to GU31.
The hotbar issue is really the most annoying problem for me at the moment.
Still a great UI though, and by far my favorite.
