Land, I think you made a slight typo in that last post. the AlwaysOnTop="True" comes after the first <page, not after </page, at least that's what worked for me. For anyone else out there who wants to be able to arrange their hotbars into multiple rows, but still have them always stay on top, my edited hotkey UI file is attached. It is just the default UI's hotbar file edited as Landiin suggested. The only minor problem with it is that it is somewhat difficult to get the right-click hotbar context menu to come up. You just have to click in the dead space around the hotbar. Thanks for letting me know how to get around this problem while you work on a more complete fix, Land.
