Ive been playing with the black space you mentioned below the hotbars when you have them flat horrizontal.
I noticed you can play with icon size and the shape of the hotbars i made mine 6 X 6 horizontally set the icon size to 30 and for now at least i lost that null space had to rework my bars but its a quick fix.
