1 - Make certain that your login user name (doesn't matter if windows boots right into a user or not) has administrative privileges.

2 - Make sure that you are not running EQ or anything else in the background as this could be caused by some other program accessing those files.

3 - Make sure that the all of the files and folders (including the EQ2MAP folder itself) are not set to Read Only.

4 - Try the Re-Download All Files button in the EQ2MAP options menu
