Seems like you are trying to install / update with a windows user account that doesn't have permission to do so. I would look into that first.

Another place to look would be to make sure that your modem / router has permission to download from the server and has permission to access your hard drive with the downloaded material.

Essentially, the intall / update is being blocked on your end.

EDIT: Another thing that you could try is to delete the entire EQ2MAP folder and re-install. Sometime a fresh installation will solve these types of problems.
