You can already resize the default hotbars. Right-click and select Icon Size. Then adjust the slider to the size you want. If you want a slider to where you can type in a number (to keep all the hotbars uniform), I suggest Landiin's
Extreme's HotBar. All you need is the slider.xml from that and you have what you need
