No, I have tried different things: the delay with short and long and also put it on medium, nothing. I left my mouse several seconds on an item, nothing.
I also do not see the comparison between an item euipped and in my bag.
I have reset all options back to inital settings, nothing.
It is not a big thing, but it is anoying that I always have to right click on an item to see what it is.
