Default Tool Tips
I ended up deleting all my character ini's and the entire UI folder. I repatched the UI folder from the launchpad then exited the launchpad. Then I reinstalled the Profit UI and repatched the EQ2maps and relaunched the the EQ2 Launchpad and selected the correct resolution I wanted. After that all my tool tips showed back up. Hopefully this works for you.
