I think he means having EQ2 running only on one monitor, and having a program running on a second monitor with a parser that feeds the chat over there.
Not sure why you'd want that, as I don't think you'd be able to reply to your chat that way w/o the program injecting data into EQ2, which I believe is an EULA no-no.
