Yes, this dynamic data was just added in LU 24. Take a look at

The dynamic data for in-combat power regen is wrong and bugged currently though I think.
One tick in the game is 6 seconds. It makes it easy to calculate something per minute that way too. Something that gives you +2 power regen per tick is 2 x 10 = 20 power per minute.
