Ah, if I didn't break things all the time, there'd be nothing to fix, eh?
You can manually move them around by unlocking the bar (if locked) and dragging it to the position you want just like any other window. Just cast a long spell like Call of Qeynos / Call of the Overlord and you'll have plenty of time to move the bar around.
