I see the problem. Moving them around would leave a "hole" when nothing is targetted. I'm anal like that as well lol.

Check out Profit UI. It has a very nice, slim bar you can use. It's persistant too so the target and implied target sections stay up even when you don't have anything targetted. Makes for easy positioning. Not sure if you can remove only that bar, though, but it might be worth experimenting with.
