XML files are text files. They do not contain images. The EQ2 UI XML files reference images and those images are displayed as directed within the EQ2 client but the XML file is nothing but text.
What you want to use is the UIBuilder that comes with EQ2. There are various FAQs and useage instructions and other tutorials on using UIBuilder on this site.
