Surely you dont expect to run before you can even walk?
The hotbars just happen to be quite complex in alignment etc etc to get right even for sombody that knows this **** quite well...
If all you want to achive is 70% hotbars my friend then just go to the donwloads section and grab one and follow instructions lol
If you want to learn how to mod UI pieces then start with somthing like the player window.... Its all trial and error and there is more than enough advice / help here to get you started if that is the case "seek and thy shalt find" aka use the "search" button
