In one ist the shader on the 4th position in the other on the 5th, these I also donīt understand but I thnk that doesnīt effect the panel ^^ WHEN the according nightfall.xml is ok too.
Your picture shows one with a golden EQ II Style frame, why didnīt look the files like that ingame? The ui.logs in your download archive show me that you included it, if Iīm not wrong ^^
Maybe you will try a look on my files and could make them with golden frame, or make yours like that?
