One of the things I found out tonight when I went to sell relics and to repair my armor... if you click on the merchant and hit 'H' to hail them, they do not bring up a merchant window. You actually have to either right click on them and then select 'buy from merchant' or double-click the merchant in order to get the merchant window.
I don't think this is a UI thing, I think it's a change that SOE made. I can still sell and repair without issue. I think the reason SOE might have done this was because whenever you 'hailed' a merchant that gave quests it would pop-up the 'buy/sell' window which I found annoying. I actually like the way it's working now.
