Ok get the hotfix again(added a file), the file you will be interested in is eq2ui_mainhuid_chatoptions.xml. See if that fixes your trouble.
Its working on mine but then there is a lot of changes on mine that will go live tonight. but hopefully this will get you up and going untill then.
