Found it!
Yes, I tried ALT+P and P and still couldnt find it. That was till I
unlocked all the windows then moved each one to the center of the screen. That's when I found it. After I had moved the Quest Helper window from the top right of the screen, I saw a little corner sticking out. It was the Persona bar! T_T I was so relieved, and frankly felt kind of silly about it.
So theres a little lesson for any possible missing mods for certain characters. Unlock windows, check window commands, and move things around a bit. I guess its the virtual version of looking under the couch for keys or summin.
