Basically, if my noob self understands this correctly, the eq2ui.xml file is the file that tells the game what UI windows to load and display on your screen. Custom UI modders can add extra windows, or rename the default ones, and if they do, they must include them in the eq2.xml file, otherwise they just won't show up or the default will be loaded instead. I believe the revamped skills window uses extra files that the original did not, and therefore anyone with a custom mod which included an eq2ui.xml file is getting the display error becuase of the lack of inclusion of the extra files for the skills window.
There is a thread somewhere on these forums that lists what to add to your eq2ui.ini file to make the skill window display correctly, and I'm sure there are a few UI mods now that include a correctly displayed skills window as well if you feel like hunting one down.
