NEVER copy the default UI then add modded windows to it. Just make a custom UI folder and put modded files in it. Any files not in there will automatically get used from the default folder by EQ2.
The second thing is, you don't need to zone to get your UI file to save. The easiest way to make sure it's saved (before making it read only) is to make a change to the UI then take note of the time, avoid doing anything in game and just keep checking the timestamp on the UI settings file until it's changed. Then read only it. The UI file saves "generally" whenever you make a change to the UI, but it doesn't always seem to happen right away.
Personally, I'd rather get a tooth pulled than reinstall EQ2 (or any large/complex program), but I guess some people don't mind the pain.

Tried this, however, my windows in the UI, built as you suggested, reset, & chat windows disappear, filters reset, etc. My way seems to be the only way that works for me, but then again, that's just me, try anything, whatever works for you best
