There's no longer a drop-down for mercs. As of ToV there's a list of mercs you've hired grouped by which ones you can hire directly and which you have to visit to hire. You can toggle the merc pane in the character window between the current merc's appearance and that list. Make sure you don't have the character window (eq2ui_mainhud_persona.xml) ignored. Versions of the character window from before ToV's release will not display merc information.
