Stun or desired status indicator
 

So if your lets say cloak procs its 5 second stun "Gavel of Justice"
you have somthing on your screen that lets you know its up. (some things that proc are looking like they dont all have game text)
or something like "Staggering Blow" , just something to let you know that , yes, it took effect, 2.5 seconds and it will expire.

I'm not sure how you'd do it. I'm pretty sure you can't do it, but if you could you would have to compare the name of the effect in your effects bar to the name you want, but I'm not even sure you can get that name.
