ERROR Please help

When I try to ru program get the message,

Application failed to initialize (0xc0000135)

Yes I know, I must have Microsoft.net 2.0 and I have the latest vertion. PLEASE HELP.

I RE RE RE RE RE loaded ,NET and is runnung fine now
