Fetish Classic v8.1 hotkeybar
 

EDIT: I read that the changes haven't been made for Fetish Classic, but that I can pull the files from Fetish Nightfall...

Still, I hope to see changes that will fix this in Classic. Thanks.

When I right click a hotkey bar and select hotbar settings, the window pops up blank.

These are known issues as the Community window for FC hasn't been updated with the GU30 changes. Either use the ones from new latest FN or revert back to the default for the time being.
