Something else was running that had a lock on that dds file. Usually this is either another running version of the updater (check for the process in task manager in case there is a unresponsive version), or it means you were running the updater while eq2 was runnig.

For one reason or another the updater can't connect to the internet. Could be anything from Firewall to dodgy DNS to some proxy settings in IE.... It's hard to tell with this version what the issue is.
