EQ2Interface - UI upload rules

First I do not know if this is the right place to post this at or not but....

I uploaded a simple utility that will tell you run one of two UIs just by clicking on a short cut on your desktop.....

My question that i have is....the upload rules say

6. unknown exe's vbs's and other executable programs are included in the zip.

the way i go about doing this is to use a two bat files that del the eq2.ini and replace it with the right one for the UI you want to use. The bat files are a massive 3 lines long....lol Since a bat file is an executable file would that make it against the TOS....or since you really can not make utility file with out using an executable file would that not matter in this case.
