i keep getting this error when trying to run a ui

ive ran full scans and it still does it im trying to use fetish combo2_5

if i run the exe that has me update when i get in game i dont see it at all if i go in my directory for eq 2 and run the everquest clinet there it will load the ui but at its loading i will get the error above any ideas why im getting that error and how i can fix it ?
