Dynamic Library mscoree.dll error HELP

When I run EQ2map all i get is :
The Dynamic Link Library mscoree.dll could not be found in the specified path
C:\Program Files\Sony\EverquestII\UI\bui\EQ2map Updater;.;C:\WINNT\system;C:\WINNT;C:\WINNT\system;C:\WINNT;C:\WINNT\system\Wbem

What can I do to fix this please?

do you have the microsoft .net framework installed, version 1.1 or greater?
