relocating tooltip window

kinda new here but is there an easy way to relocate the tooltip windows? Right now on mouse over the tooltip shows up above and to the right of the cursor, would like it to show up below the cursor? Any help would be appreciated

There are in-game options for the tooltips, but if that isn't one of them, probably not.
