Nyarlathotep's Streamlined UI - Cant move Spell bars

Hello, I recently downloaded and installed Nyarlathotep's Streamlined UI and I love it however I cannot move the spell bars. I went into window setting and un-checked the "locked" box, however they still cant be moved. Any suggestions?
