Any way possible to turn pop-ups off ?

When you mouse over any item, it brings up a box with whatever the stats are etc. Is there any way to get rid of this or set it to be like 6 seconds at least before it appears ? Thanks for any help.

Options > User Interface > Game Windows > Tooltip Delay
