Chat Options not working
 

The following picture shows what I am having go wrong. any help will be greatly appreciated. thanks in advance.

That looks like the voice chat control bar, and it appears to be normal. The window that the options button pops up is the SOEmote window in eq2ui_mainhud_soemote.xml, which Profit doesn't modify. I'm assuming that big blacked-out square is what should be the SOEmote window. Since all the XML for that window's in the default UI, I'd suggest validating the game assets to make sure there's no corruption or missing files.

aww. I didn't even think of that. when I mouse over it (the wrench icon that I circled) it says Options.

I'll try the deleting the SOE mote later.. thanks.
