GENERAL
Fixed a crash bug with loading layouts in player made dungeons.

POPULATION / ZONE PROGRESSION
The Awakened mobs that are seen fighting the defending Skysrhine dracurions are now reverted back to the previous setup. The attackable mobs will no longer start out as an actor. This affects the following zones:

Withered Lands
Population in the Kval Ruins, Riven Plateau and Waning Forest has been updated based on feedback.
Talapatook'tei and Japalatook'tei should be much more formidable.

TRADESKILLS
Dracurion Research Prisms now require level 90 tradeskill to activate.

ABILITIES / ALTERNATE ADVANCEMENT
Brigand
Low Blow no longer requires the target to be over 75% maximum health.

Swashbuckler
Pirate's Fancy no longer requires the target to be under 25% maximum health.

Ranger
Arrow Rain now deals 21% additional damage per rank and properly specifies it only works on profession abilities.

Inquisitor
Perfect Timing now directly states that it applies to Smite Heretic. The functionality has not been changed.
