ok so i've reinstalled my game put in eq2maps and profit ui but im missing a soming i dunno how to get it back

minimize your xp bar you should get it back.

what actuley is this thing im trying to re enable called?

i honestly can't remember if there is a specific name but it is the control center with the eq2 button .

It used to be the startbutton but SoE integrated it into their xp bar. It allows access to the profit control center and the quick toggles for various features.
