Hotbars and spell cooldowns
 

Can you explain why hotbar 4 and 3 shows the cooldown in numbers but all the others don't?

They are on the same hotbar setting "Minimal Text"

(P.S. If its on minimal text shouldn't it be showing like 1,2,3,4,A1,etc? Is it because I have them scaled down to minimum size [22]? Not as worried about this as the cooldowns.)

Yes, if hotbars are too small they won't show their hotkeyed binds.

As for countdowns not showing, you need to modify the hotbar's window settings to show the Frame.
