what causes this and how do i fix it?

would help if we were told what UI you are using is. Looks to be a modified character create screen but not 100 percent sure and if so its an outdated one at best

Its not a specific UI package just individual pieces Ive put together and ive not touched anything todo with character creation..
The rest of the Ui works and looks fine. its just the login and character creation screens that look like that.. like they are the wrong resolution

something similar happened to me a long time ago when I was messing around with the resolutions on some pages, make sure the login screen resolution/page size matches the root page resolution/size.

Looks like it's from you mixing UI elements -- as I recall, if some windows are based on one resolution but other windows based on a different one you get this effect. So there's likely a resolution mismatch between the char select screen (which, since you said you have not modded it I'm presuming to be the default).
