missing windows and hotbars in windowed mode
 

in full screen everything is ok. I just installed windows 7 and was working find untill I was installing vent while waiting for a raid. as soon as I installed vent then all my windows and hotbars went away untill I went back to full window mode.l

This just started happening to me also, only the way I can reproduce it is repeatable. Start off in Windowed mode (I run two Dell 24inch lcd's in 1920x1080 w/ DisplayFusion).

Install profitUI, changed settings to my liking and saved them under an options profile. Logged out, restarted patch and relogged in. Once in, I change my video settings from my settings to a predefined setting like Raid/Screenshot/High performance/Max performance and all my ui elements will disappear until I hit alt enter and go into full screen mode.

The elements are there, since on my other screen (which is my main) I can see him talking to people or typing, and if I go full screen the chat boxes are there, but as soon as I go windowed again it all disappears. If I reboot, this problem will go away until I reboot and try to change video settings again.

I am also using windows7, Display fusion, 2 24" LCD, with the latest Nvidia drivers and updates from Microsoft update. If you need other information, please let me know and ill post it here.

Using ProfitUI and Win7 here also..

I swap a lot between full screen and windowed mode, but I have never seen or experienced what you describe here..
May e the hotbars are there, only they are not in the screen view ?
Other than that I can only say, update your ProfitUI, if that does not help, try a fresh install of it.

I think I posted this somewhere else, but I'm pretty sure the layout of the screen has settings saved for both Windowed mode and fullscreen layouts. Now... there are definitely bugs when switching between. They have existed for a long time. And I know that Win 7 has nothing to do with it.

The bag positions are one that usually give me the biggest trouble. In the past, I've always just issued a /load_uisettings and selected my toon currently playing. This should pop everything back in place where it should be.

There is only one setting stored, but it is a relative position and has some issues. See my bug threads here and here.

The windows moving around bug does not appear related to the OP however, to which I have no answer.

I get the windows and hotbars dissappears in windowed mode from time to time too. It happens when I lower the quality settings. What I have found works to fix it, for me at least, without going to back to high quality is making sure that Enable Bloom Effect and Heat Shimmer are both CHECKED under atomospheric effects. I am using Windows 7, but I don't usually lower my graphics settings so I don't know if its specific to the OS or just something I've never noticed before. It may not do anything to help your case but it certainly can't hurt. Good luck getting it resolved. :)
