I hit a bug with a target ring i made

The problem i ran into is when i target a linked encounter the only one that shows the targeting ring is the one I'm directly targeting. All the other's in the link have a solid con color rather then a ring. Can someone download, test, and figure out whats wrong then tell me? I'm using photoshop to build, with Nvidia's DDR plug in, which the plugin I barely know how to use lol.
