how about an info vault forum?
How about a forum that informative posts can go to? posts like dynamicdatafilter, the / list, gamedata stuff, anything with good information... It'd be a place where people can go to just absorb as much info as possible, and when searching for stuff you would get answers instead of questions. You could even make it a place where posts are mods only, and we just copy a thread over and cut it down to question/answer.
and it would cut down on the number of stickys in the other forums, i think xml help is up to 5!
