Edit uisettings.ini ?
 

I dida search for this but the only thing I found was 3 years old. So...is there anyway yet to convert the "servername_name_eq2_uisettings.ini" file to .txt or .doc so that it can be edited for window placement?

No you can not covert it to text and edit it. You can edit it with a HEX editor if you know the offsets. Or you can use EQ2 UI Settings Spy, I beleave I added the ability to change windows sizes and location.
