Actually is the power percentage of your target/implied target relevant for anything? I did not add this myself on purpose because I saw no reason for it. But maybe I am wrong?

The only reason I can think of may be is if you're up against a mage-class opponent so you can gauge just how much of a magical beating you could potentially take.

lol, thats just because you don't pvp.

btw, probably a bug or mistake

this happens after you gone linkdead and relog, which texts in the circle should be "Target", not "None".

And i checked the code, "DynamicData" caused this.

Oh ok, didn't realize there were pvp spells that needed specific target power levels. I'll add it to the main release then.
